PK Agarwal (Moderator)
Regional Dean & CEO
Northeastern University Silicon Valley
PK Agarwal serves as the Dean and CEO of Northeastern University–Silicon Valley. He also serves as the Chairman of Future 500, a Bay Area-based pioneer in the area of global sustainability. Formerly, he was the CEO of TiE Global, an organization dedicated to fostering entrepreneurship across 61 cities in 18 countries. Prior to TiE, P.K served as Governor Arnold Schwarzenegger’s Chief Technology Officer for the State of California. He has also been in executive and management roles with ACS (now Xerox), NIC Inc., and EDS (now HP).
PK (as he is famously known) helped pioneer the use of Internet in government and shaped the national and state policy in this area, dating back to Al Gore’s National Information Infrastructure Advisory Council in 1995. He had the unique distinction of having a U.S. national annual award named as the “P.K. Agarwal Award for Leadership in Electronic Government.” He also served as the president of the National Association of State CIOs and the National Electronic Commerce Coordinating Council (ec3). He is a fellow of the National Academy of Public Administration and an adjunct faculty at USC and USF.
Sheila M. Puffer (Panelist)

Professor of International Business at Northeastern University
Sheila M. Puffer is University Distinguished Professor at Northeastern University in Boston, where she is a professor of international business at the D’Amore-McKim School of Business.
She is also an Associate at the Davis Center for Russian and Eurasian Studies at Harvard University, and has served as program director of the Gorbachev Foundation of North America. In 2015 she was a visiting research professor at the Graduate School of Business at Stanford University where she studied entrepreneurs and other technical professionals from the former Soviet Union. Her coauthored book, Hammer & Silicon: The Soviet Diaspora in the US Innovation Economy, was published by Cambridge University Press in 2018.
Dr. Puffer has been recognized as the #1 scholar internationally in business and management in Russia, the former Soviet Union, and Eastern Europe according to a 2005 Journal of International Business Studies article analyzing 13 leading academic journals from 1986-2003. She also ranks as the #1 most published author (tied with coauthor D. McCarthy) in the Journal of World Business from 1993-2003. She earned a diploma from the executive management program at the Plekhanov Institute of the National Economy in Moscow, and holds BA (Slavic Studies) and MBA degrees from the University of Ottawa, Canada, and a PhD in business administration from the University of California, Berkeley. Vijay Menon (Panelist)
Vijay Menon has over 25 years of professional experience spanning the Non Profit, Healthcare and Telecom verticals. Vijay is currently the Executive Director for TiE Global based in Santa Clara, California.
Prior to this, Vijay ran his own consulting firm working with organizations in the telecom and healthcare verticals for six years. From 2006 to 2010, Vijay was an entrepreneur founding MobileNXT, a first of its kind in India chain of multi-brand / multi-format mobile retail stores. Vijay’s 16 years of Employment involved running businesses as profit centers. He created and nurtured distribution channels and managed high performing sales teams in the technology and consumer space in Xerox, GE Healthcare and Motorola.
Vijay has a Masters in Business Administration from the Xavier Institute of Management, India and a graduate degree in Commerce.

Canice is a serial entrepreneur, investor, and innovation strategist who leverages operating experience and network to establish market leaders. He has over 27 years of experience in building, investing, and scaling successful businesses in technology, incubation, and venture investment. Canice has driven growth by leveraging innovative technologies, including Artificial Intelligence, Big Data, Blockchain, IoT, Mobile Internet, and Software-as-aService business. He is passionate and experienced in leveraging innovation to tackle major challenges in numerous industries, including insurance, financial services, high technology, healthcare, telecommunications, manufacturing, and media. He also has an extensive experience in international business development and partnership across North America, Asia, and Europe.
Canice is also Board Member of Asia America Multi-technology Association (AAMA), a networking association for cross border business development between US and China. He is also member of Sand Hill Angels and MIT Venture Mentoring Services. Canice has a BS and MS in Computer Science from MIT, and an MBA from University of California at Berkeley.
Mr. Tillmann brings close to three decades of leadership experience to the firm, having directed numerous startups to & through successful exits, gaining a wealth of experience dealing with publicly held firms. Known as a serial entrepreneur, he is a well-known, well-connected expert involving start-ups, entrepreneurship & enterprise endorsement. In the last 5 years Mr. Tillmann consulted w. 100s of firms from a wide range of technology & industry sectors (Communication, Internet Security, IoT, Travel Industry, Life Sciences, Renewable Energy & Green Technologies)
Prior to Alpha Consult, Mr. Tillmann held positions with RVC-USA, a Going-To-Market strategy firm for foreign companies that wanted to enter the US market, Tranzishen (among many projects lead a team of German Energy developers to work on a 300 MW wind power project in NH, cooperating with the then Governor), Arcsight (acquired by HP), Azure Technologies (acquired by GN), ENIRA Technology (acquired by ArcSight) & GBS Laboratories. In 1998 he founded NOVILIT, Inc., a firm specializing in EDA products & protocols. At NOVILIT, Mr. Tillmann oversaw & successfully ran the funding, market strategy, all product development + R&D for the firm.
An accomplished speaker & author, well known for his technical expertise, Mr. Tillmann advises numerous industry organizations & serves as Chairman of the Board of Alion Energy, Chairman of the Board of Appnow, Past Member of the BoD of SMI (before recent M&A), & is in the BoA of more than 10 other companies. He holds degrees a BS in EE from the University of Wuppertal in Germany and a BS in BA from Luebeck.
