Submitting your proposal is the last step in the process; it is at this point that the application receives a complete review and subsequent institutional approval before being forwarded to the sponsor.  Because only certain administrative officials at the University can act as authorized signatories (or "authorized officials," as they're referred to by several major funding agencies), all proposals submitted on behalf of Northeastern University must flow through the Office of Research Administration and Finance. This includes proposals submitted to other institutions as part of a sub-award.
