Still, waste and inep­ti­tude are not habits easily broken. “Both the T and the Highway Depart­ment are better-​​managed than they’ve been in the past, but they’re not good enough,” says trans­porta­tion expert Stephanie Pol­lack, asso­ciate director at the Dukakis Center for Urban and Regional Policy at North­eastern Uni­ver­sity. “There should be no blank checks.”
