ABSTRACT: We initiate a coGalois theory for torsion free covers for modules over any Dedekind domain. When the ring is the ring of integers we classify those  modules having compact absolute coGalois groups. In this case we show that these groups are pronilpotent and in fact are products of p-adic Lie groups.
