Salary Fringe Benefit Rules

The full time fringe benefit rate for FY 2010 has changed.

The rates for the 2009-10 fiscal year are 7.65% on part time salaries (including coops and SGA's), and 29.8% on full time salaries (including extra compensation). This charge will be applied to all salary expenses charged to any account beginning with the numbers 2, 3, 6 or 7.

The budgeted salary benefits must always correspond to the budgeted salary dollars. To keep this relationship intact the following rules have been developed:

1) When salary dollars are moved between like salary accounts (with the same salary benefit rate) within the same budget center no benefit transfer is necessary.

2) Transfers between like salary accounts in different budget centers require the accompanying transfer of the associated salary benefit budget amount.

3) If money is transferred between a salary line and a non-salary area the corresponding transfer must be made also at either the 29.8% or 7.65% rate (whichever is applicable).

4) When a transfer is made from a full time salary line to a part time salary line ( i.e. To hire a part time replacement for a vacant position) and the salary benefit savings are also to be used to fund the part time position then you must do this calculation:

1. Amount of transfer multiplied by.0765
2. Result from Step1 + amount of transfer divided by 1.298
3. Result from Step 2 multiplied by.2215
4. Result from Step 3 divided by 1.0765
5. Result from Step 4 is the amount to take from the fringe line 62113

5) When a full time position or upgrade of a full time position is being funded from a part time salary line (i.e. To create a full time positon from part time part time salary dollars) and the salary benefits for the new position (or upgrade) is also to be funded from the part time salary area, a two step calculation must be made. First, calculate the salary benefit cost for the salary dollars being transferred (at 22.15%). Second, multiply the salary benefits cost (calculated in step 1) by 92.89%. This is the amount that must be transferred to the 2113 line (this is in addition to the salary dollar transfer) from the part time salary line chosen.

6) If the funding of a full time line from part time funds as in #5 above is taking place across accounts (i.e. from one budget center to another) one additional step is necessary. Multiply the amount transferred from the part time salary line to the salary benefit line (calculated in part 2 above) by 7.65%. transfer this amount from the 2113 line in the funding account to the 2113 line in the account where the new position was created.
